Debutant Builsa pulled off a stunning 5-4 penalty shootout victory over Fulani to reach the Inter-Tribal final, after a goalless semi-final draw at the Aboabo No2 Middle B Park.
The match went straight to penalties after regulation time ended 0-0.
Fulani’s Fabio missed their second kick, while Builsa converted all five of theirs to seal the win.
Despite being heavily favored, Fulani’s profligacy cost them dearly.
Builsa, playing without their captain Alonso, held on to qualify for the final in their maiden appearance.
They will now await the winner of the second semi-final between Zabarma and Waala.
Builsa goalkeeper Ali Richard was named man of the match.
